So this is Jack Ryder AKA The Creeper from The New Batman Adventures. I remember watching him in a few episodes and I loved him. 
I love how he and Harley have a Love Hate relationship. I drew this around 3 0'clock this morning. I'm unsure if i want to color it or not. My mom said I should but then again. lol. Also if he doesn't look that creepy then my bad. xD lol
Also he kind of looks like acrazy Cosmo with Black hair. Also enjoy the chibi version of him.

Good job! I think it would look really nice colored, but one thing I noticed is that his skin is actually a creamy kind of yellow, and not a regular peach tone.
